Published in July 2024, the "Digital Decade 2024" report for Luxembourg analyses the country's progress in digital transformation and identifies areas for improvement. The report states that Luxembourg has notably strengthened its connectivity infrastructure, with very high coverage in 5G (99.6%) and very high capacity fixed networks (94.7%). The country is characterised by a high proportion of information and communication technology (ICT) specialists in employment, i.e. 8%, well above the European average.
However, challenges persist, notably in theadoption of advanced technologies by companies, where Luxembourg is slightly below the EU average, with 52% of companies using technologies such as artificial intelligence and the cloud. Moreover, despite a higher percentage than the European average (60.1% against 55.6%) in terms of basic digital skills in the population, progress in this area is considered too slow.
Luxembourg has developed a strategic roadmap to achieve the EU's Digital Decade targets by 2030, with a budget of €302 million dedicated to this transformation. Country-specific recommendations include the need to strengthen the digitalisation of SMEs, improve the digital skills of the population, and facilitate access to e-health services. The report also highlights the importance of strengthening digital rights, although the perception of digital rights protection by the EU has slightly decreased.
