The European Commission has launched the Virtual Worlds Toolbox, an online resource created to help citizens better understand and navigate virtual environments. The toolbox offers clear explanations of how virtual worlds function, while also outlining the rights of citizens within the EU. It covers key areas such as working, learning, and gaming in virtual spaces, and provides practical guidance on safety, cybersecurity, and protection from disinformation.

The Virtual Worlds Toolbox was created in response to recommendations from the European Citizens’ Panel, which was held as part of the consultation process for shaping the EU strategy on Web 4.0 and virtual worlds. In this panel, citizens shared their views on the values and actions needed to build attractive, safe, and fair virtual environments in Europe.

Virtual worlds are persistent, immersive environments, based on technologies including 3D and extended reality (XR), which make it possible to blend physical and digital worlds in real-time, for a variety of purposes such as designing, making simulations, collaborating, learning, socialising, carrying out transactions or providing entertainment (EU initiative on Web 4.0 and virtual worlds). Virtual worlds can resemble real-life settings—like concerts, cities, or classrooms—or they can be entirely fantastical, featuring floating islands, underwater cities, or space stations. These immersive environments are powered by technologies such as 3D graphics, extended reality (XR), and artificial intelligence, and are typically accessed through computers, smartphones, or VR headsets. Just like the internet, virtual spaces are constantly evolving as new technologies and devices emerge. That’s why it is important for users to be prepared before exploring these digital environments
