In a world undergoing a digital transformation, Luxembourg chooses ambition, coherence and responsibility. Through three complementary national strategies – on data, artificial intelligence and quantum technologies – the country intends to consolidate its digital sovereignty by 2030 and position itself as a European reference player in the technologies of tomorrow.
The three strategies were presented by Ministers Elisabeth Margue, Stéphanie Obertin and Lex Delles at a press conference on 19 May 2025.
A shared vision: People, Sovereignty and Innovation
The three strategies are based on a common vision:
- Promote human-centric, ethical, transparent and inclusive innovation.
- Deploy sovereign, secure, interoperable and efficient infrastructure.
- Fostering an agile and collaborative ecosystem, bringing together research, business and civil society.
- Ensuring sustainable competitiveness and a positive impact for citizens.
These strategies are not isolated, but conceived as an interconnected technological triptych:
- Data as a raw material.
- AI to valorise and exploit this data.
- Quantum to push the limits of processing, security and analysis.
An ambitious, inclusive and European dynamic
With this strategic triptych, Luxembourg states:
- Its commitment to fully align with the EU’s digital ambitions .
- Its commitment to ensuring an inclusive, ethical and sustainable technological transition.
- Its ability to mobilise all the country’s vital forces – ministries, research, businesses, citizens – around a common project.
Luxembourg invests not only in technology, but in a vision of the future based on sovereignty, trust and collective progress. By combining data, AI and quantum in a coherent and interconnected strategy, the country creates a solid foundation for building a responsible and resilient digital society.
