Luxembourg is a European leader in broadband coverage, with almost 100% of the country benefiting from this technology. The Luxembourg government has put in place an ambitious strategy to ensure very high-performance connectivity for all, through a five-year programme 2021-2025 focusing on ultra-fast broadband. There are in particular 5 main objectives of strategies:

  • making connectivity accessible to all
  • Accelerating the transition of households and businesses to more efficient and sustainable technologies
  • accelerate the deployment of futureproof infrastructure, while respecting technological neutrality
  • improving transparency and strengthening consumer protection
  • developing Luxembourg as a prime platform for ICT services of today and the future

The strategy aims to provide access to an Internet connection with download speeds of 1 Gbps and 200 Mbps for each household, with particular attention to remote areas. A working group on 5G, launched in 2020 by operators such as Post Luxembourg and Orange, ensures that the country remains at the forefront of mobile connectivity.

To avoid the digital divide, specific measures will be implemented to ensure an affordable basic connection, defined as a download of at least 100 Mbps. The government uses tools such as Checkmynet.lu to monitor the performance of Internet services and offers a national register of road works to coordinate the necessary infrastructure.

Additional measures include obligations for new constructions and renovations to provide high-speed cabling infrastructure, and an obligation for municipalities to make fibre-optic reception infrastructure available. Luxembourg also encourages access by alternative operators to the existing network to promote competition.
