Prime Minister Luc Frieden (CSV) appeared in the Chamber of Deputies on 13 May for his second State of the Nation address.

The head of government was eagerly awaited on many issues. Entitled ‘Stability through progress’, his speech was an opportunity to unveil several concrete announcements, in particular on defence policy, pension reform, taxation – with a first outline – and on the future of artificial intelligence in the country.

Luxembourg's digital vision and priorities

The Luxembourg Government affirms a strong strategic vision for digital sovereignty, based on three main axes:

  • data ,
  • artificial intelligence (AI),
  • and quantum technology.

The aim is to position Luxembourg as an international centre for the safe and sovereign use of sensitive data, combining innovation, agility and the human dimension.

Investments and infrastructure

  • €3 billion will be mobilised (public/private) over 6 years to support talent, infrastructure and projects.
  • The State is committed to an ecosystem of excellence, with:
    • one of the first European AI Factory,
    • a supercomputer dedicated to AI,
    • and a quantum computer.

Ethical AI at the service of humans

  • AI is seen as the transformative technology of the coming decades.
  • Luxembourg promotes trustworthy, transparent and humanistic AI, aligned with European values.
  • Humans must remain in control, with AI being a support tool, such as a calculator.

Ecosystem and concrete initiatives

  • Creation of a Deep Tech Lab to foster research/industry exchanges and boost entrepreneurship.
  • Launch in 2026 of an AI Academy within the Digital Learning Hub.
  • Pragmatic transposition of EU AI legislation to combine innovation and protection of citizens.
  • Development of concrete projects:
    • A Large Language Model trained on national and European laws.
    • Use of AI atADEM to improve the link between available skills and market needs.

Support for innovation and business

  • New national research strategy to come.
  • Increased support to SMEs for digitalisation and AI.
  • Action plan for start-ups with EUR 300 million via SNCI.

Responsible digital technology, especially for young people

  • Call for responsible use of technology, especially in children.
  • Warning against negative effects: sleep disorders, anxiety, impaired cognitive development.
  • Need for European regulation, such as the Digital Services Act, to protect children from violent or sexualised content.
