The ‘Digital Decade National Strategic Roadmap for Luxembourg’ aims to align Luxembourg with the EU’s digital targets by 2030. This strategic document, drawn up by the Luxembourg Government, focuses on four main areas: digital skills, digital infrastructure, digital transformation of businesses and digitalisation of public services.

Digital skills: Luxembourg aims for 80% of the population to have at least basic digital skills and 10% of employees to have specialised ICT skills, while reducing the gender gap.

Digital infrastructure: The objective is to ensure 100% gigabit coverage of households and to widely deploy 5G. The creation of GIE MyConnectivity in 2021 is a key initiative to accelerate this progress.

Digital transformation of businesses: The plan aims for 75% of businesses to use cloud services, artificial intelligence and big data, and 90% of SMEs to reach a basic level of digital intensity. The government has announced specific support, such as the simplification of Fit4Start programmes and the addition of a programme related to artificial intelligence.

Digitalisation of public services: Luxembourg aims for 100% of citizens and businesses to have access to the main online public services by 2030, including shared medical records and electronic identity cards. Currently, access figures are promising but still need to be improved to achieve the set targets.

The document also highlights the importance of European cooperation and the commitment of national stakeholders to make this digital transition a success. Public consultations and feedback initiatives play a crucial role in adjusting and optimising strategies. In short, this roadmap is an ambitious framework to strengthen Luxembourg's position as a leader in digitalisation in Europe.

Objective of the stakeholder consultation:

This public stakeholder consultation aims, in line withArticle 9 of the Digital Decade Action Programme, to consult the national digital ecosystem on Luxembourg’s national Digital Decade strategic roadmap until 2030 (dating from 2023) in order to update its national strategic roadmap.

Indeed, the cooperation mechanism foresees that each Member State has the possibility to update its national roadmap until November 2024.

This consultation is coordinated by the Department for Media, Connectivity and Digital Policy. All the conclusions of the consultation will be shared with an interdepartmental committee on digital policy.
